FOUNDER & ATTORNEY AT LAW Morgan Levy, Esq. (she/her)

Morgan Levy, Esq. was admitted to the New York State bar on March 29, 2006 and is qualified to practice in all courts in New York, as well as the United States District Court of the Western District of New York.

She is an expert in best practices for preventing and responding to allegations of harassment and discrimination with extensive experience in Title IX, Title VII, ADA, Rehabilitation Act and New York Human Rights Law, as well as equal opportunity and Office of Federal Contract Compliance Programs and New York State Education Law.

ATTORNEY AT LAW Chloe Bowerman, Esq. (she/her)

Chloe earned her Juris Doctor, Magna Cum Laude, from New England Law, Boston and holds a dual Bachelor's degree in Legal Studies and Political Science from the University at Buffalo. Her academic journey reflects a deep-seated commitment to understanding and navigating the complexities of the law.

Chloe Bowerman brings a vibrant and compassionate approach to her role as an Of Counsel Attorney at the J. Morgan Levy Firm, PLLC. A seasoned attorney with a profound dedication to civil rights and social justice, Chloe is a welcome addition to our team.

ATTORNEY AT LAW Jamie A. Rowsell, Esq. (she/her)

Jamie is a graduate of Stonehill College and Hofstra University School of Law where she served as the Notes and Comments Editor of the Family Court Review. She was admitted to the New York State bar in 2004 and is also admitted to practice before the Western, Southern and Eastern districts of the United States District Court.

Jamie is thrilled to be working in an environment where inclusion. justice and zealously representing the needs of our clients is the top priority.

LEGAL ASSISTANT Forrest Burnham (he/him)

Forrest graduated from the University of Rochester with a bachelor’s in history and a minor in philosophy. There, he developed a deep interest in research, logic, ethics, and justice.

He explored this passion further as the co-founding Vice President of the University of Rochester Pre-Law Society, creating a campus community of university pre-law students for the first time.

Forrest cares about everything he does and is proud to bring his enthusiasm for the legal field and passion for helping others to J. Morgan Levy’s pursuit of social justice and equity.

Jessica Ecock Rotondo, PhD (she/her)

Before joining the firm, Dr. Ecock Rotondo spent her career in higher education, working to improve educational communities and their systems for accountability.

Jessica has expertise in Title IX adjudication in higher education settings, trauma-informed care, and developing operational practices within systems.

She has a PhD in Human Development from the University of Rochester and is passionate about gender dynamics, human motivation, and equity.

STRATEGIC CONSULTANT Laura M. Gavigan, MS (she/her)

Laura has extensive education, professional, leadership and project management experience. Her 25+ years as an advisor, coach and advocate for an incredibly diverse group of individuals in higher education communities, makes her an excellent addition to the Firm.

Laura is the founder of Mindful Matters,  offering counseling, coaching, education and consulting integrating everyday, practical mindfulness skills.

OFFICE MANAGER Jean Weber (she/her)

Jean’s role as Office Manager of the Firm is multifaceted, from billing and payroll to scheduling client meetings and assisting with cases. She has spent her entire professional career managing businesses and people.

She has utilized her Communication and Business degrees from St. John’s University in Queens, New York, to focus on identifying specific needs to help our clients..

Jean has a passion for justice and equity. Her determination to work towards a successful outcome for every client makes her an incredible resource.
